The Community Development Block Grant program was started with the Housing and Community Development Act of 1974. Where the Department of Housing and Urban Development was to distribute funds to entitlement communities for projects that would develop viable communities, provide decent housing, suitable living environments and expand economic opportunities. It wasn’t until 1981 that each state received an allocation on behalf of the non-entitlement communities and in 1982 funds were distributed and administered from the Arizona Department of Housing to the four rural Councils of Government within Arizona.
Each year an eligible application is submitted by communities to the Arizona Department of Housing for projects that must meet at least one of the following National Objectives:
- Benefiting an area that is 51% or more low to moderate income
- Prevent or eliminate slum and blight
- Address an urgent need due to a natural disaster or human health hazard

There are lots of funding sources out there to undergo projects within your community. Not only does CDBG make it possible to complete capital improvement projects but the State Special Projects funding is also available to do projects within your community. Applications for this funding are due every June and your community can request up to $300,000 per project, this grant is competitive statewide. In addition to the SSP funding, the Arizona Department of Housing also has the State Housing Fund which is reserved for a variety of housing activities. Applications, depending on project, can be submitted several times a year with funding up to $750,000 per project.
CAAG’s CDBG department is available to assist member entities with the development and implementation of their CDBG projects. Not all of the communities utilize CAAG for these services, however through technical assistance, CAAG offers one-on-one technical assistance, workshops, and application assistance and review.
